This Buckhannon native graduated with honors from West Virginia University and earned a master's degree from the Iowa Writers Workshop.

She has written six short story collections and five novels. Her book Lark and Termite was nominated for the National Book Award, and Quiet Dell is about a series of murders in Harrison County in 1931. In 2023, her novel Night Watch won the Pulitzer Prize.

Phillips often writes about life in 20th-century West Virginia, focusing on family, love, and change in Appalachia. She has taught at many universities and is currently a professor and program director at Rutgers Newark.
