This Charleston-born sculptor studied art and served in the army. He worked in urban planning and led several arts organizations in West Virginia. Mullins designed the West Virginia Veterans' Memorial (pictured), which was finished in 1999. The memorial shows four bronze soldiers from different wars and lists over 10,300 West Virginians who died in 20th-century wars. He also made a statue honoring female veterans, which was debuted in 2010. Mullins has created sculptures for the University of Charleston, churches, and others.
