Born in Pennsylvania, Lamb moved to Wheeling as a child and later worked in city government, banking, and law.

During the Civil War, Lamb helped write the state constitution and served in the West Virginia legislature. After the war, he worked to include former Confederates in politics. He never held high office but helped organize West Virginia’s laws in what became known as the "Lamb Code."
