Carol Miller

Congresswoman Carol Devine Miller was born November 4, 1950, in Columbus, Ohio. A member of the Republican Party, she represents West Virginia’s 3rd Congressional District. Miller is the daughter of former Ohio congressional representative Samuel L. Devine. She graduated from Columbia College in 1972 with a degree in Political Science and History.

A real estate manager and bison farm owner, Miller first ran for the House of Delegates in 2004, losing when all incumbents were re-elected. She ran again in 2006, unseating a Democratic incumbent. She continued in the House of Delegates, representing the 15th District until redistricting placed her in the 16th District, where she again won office in 2012 and remained until 2018. She was the House Majority Whip in 2017 and 18.

In 2018, 3rd District Congressman Evan Jenkins surrendered his seat to run for the Republican nomination to unseat Senator Joe Manchin. Miller won the Republican primary for Congress, and defeated populist Democrat Richard Ojeda in the general election. She was reelected in 2020. After West Virginia lost a seat as a result of the 2020 census, Miller was elected in the redrawn First Congressional District in 2022.

Carol Miller lives in Huntington with her husband Matt. They have two sons, one of whom, Chris Miller, finished third in the 2024 Republican gubernatorial nomination behind Patrick Morrisey and Moore Capito.
